National Conference on New Policy Perspectives on Education
Under Phase I UGC‐Centre for Advanced Studies

Education in the post‐globalized world is witnessing massive changes. Once regarded as a tool for rapid modernization in the 1960s, education it appears, now, is expected, to focus more on skill‐building and less on knowledge acquisition in a market economy. Indian State attempted twice earlier (1968 & 1986) to take a comprehensive look at several sectors of education including elementary, secondary and higher education. Multiple regulatory bodies were created like AICTE and so on to ensure the quality. New generation of learners are thronging educational institutions at all levels. As the access got widened, issues of quality are raised. Concerns of equity, access, and quality are of vital importance under education for all in a society striving towards international benchmarking. There is now a greater emphasis on education with transferable skills and new skill sets to meet new and diversified job demands in ICT on the one hand and computer based learning like ‘online’. There is also a fresh thinking on the need for evolving strategies for need based or relevant curriculum. There is a growing concern about governance issues in higher education institutions like restructuring of levels and layers of decision making bodies, dispensing away of affiliation system and encouraging innovations besides the need for more active grievance redressal systems in Higher Education Institutions (HEI). The conference attempts to look at fresh initiatives launched by the Ministry of Human Resource Development (MHRD) and discusses New Education Policy from different stakeholders’ perspective.

Twenty themes were identified for the consultation on the New Education Policy by the Ministry of Human Resource Development some of them include:

I. Governance reforms in institutions of higher education
II. Ranking of institutions
III. Integrating skill development in higher education
IV. Promoting open and distance learning and online courses
V. Linking higher education to society
VI. Promote cultural integration through language
VII. Meaningful partnership with the private sector
VIII. Financing higher education
IX. Internationalization of higher education
X. Promoting research and innovation
XI. New knowledge

The fresh attempt, which is third, in the series, calls for a debate. The conference attempts to take a look at New Policy initiatives keeping in view different sectors from a macro policy perspective.

The National Conference takes a broad sweep of issues around following themes .
- Inter‐linking national development goals and quality and excellence in higher education initiatives.
- Higher education: Challenges in a digital era
- Access vs quality in primary education
- Role of regulatory bodies in higher and technical education
- Challenges in Internationalization of higher education
- Higher education and Community engagement in teaching, research, and outreach
- Issues in privatisation

Limited accommodation is arranged for those papers are accepted for the presentation. TA/DA is admissible to those whose presentation are accepted by the peer reviewed committee. All enquires are on email only. A separate session is arranged for young research scholars.
